Where Yahoo! Shopping Japan stands
Yahoo! Shopping is a major Japanese marketplace. Its store guideline allows gift certificates, on the condition that the store holds the stock when it sells, and it excludes Amazon gift cards.
Its order API includes the buyer's email address, and stores already sell digital codes there by email, for example Google Play codes.
